What Chancenkarte is can be understood as the Opportunity Card, a type of residence permit for non-EU nationals to come to Germany to look for a job or a training program, without needing a job offer beforehand. This is a major difference from the EU Blue Card and standard work permits.

Chancenkarte has been in effect since 01/06/2024, as part of the amended Skilled Immigration Act. Its legal basis is Sections 20a and 20b of the German Residence Act (AufenthG).

Two paths to obtain the Chancenkarte

There are two paths to obtain the Chancenkarte. The first is the skilled worker path: if you are already a skilled worker under Germany’s definition (holding a recognized university or vocational degree equivalent), you receive the Chancenkarte without going through the points system.

The second is the points-based path: if you do not yet belong to the skilled worker group, you need at least 6 points under a system based on qualifications, experience, language (German A1 or English B2), age, ties to Germany, and other factors.

Duration and benefits

The Chancenkarte is valid for up to 12 months. During this time, cardholders may work part-time and take trial jobs to find a suitable position. If they find a qualifying job but do not yet meet all the criteria for a work permit, the card may be extended up to two years with approval from the Federal Employment Agency.

Upon receiving a suitable job offer, Chancenkarte holders can switch to a standard work permit or the EU Blue Card without having to leave Germany. This is a major advantage for those who did not have a connection to a German employer from the start.
