Each cost group is paid to a different party and varies in its own way. Separating them lets you verify each item, keep records transparent, and avoid a "bundled" figure that's hard to check.
Only the M2W service fee is what you pay to M2W.
The remaining three groups (government fees, dossier preparation in Vietnam, initial settlement) you pay directly to the beneficiary — M2W coordinates and guides without adding a markup.
