Each cost group is paid to a different party and fluctuates in a different way. Separating them lets you verify each item, keep transparent documentation and avoid being "lumped" into a single hard-to-scrutinize figure.
Only the M2W service fee is what you pay to M2W.
The other three groups (government fees, in-Vietnam paperwork, initial settlement) you pay directly to the beneficiary — M2W coordinates and guides you, with no markup.
