What is Quebec PSTQ and who is it for
PSTQ (Programme de sélection des travailleurs qualifiés) is Québec’s own skilled-worker selection program, replacing the PRTQ program from November 2023. Québec selects candidates itself and issues a Québec Selection Certificate (CSQ); you then submit a permanent residence application to the federal government. The PSTQ process
Québec selects first (CSQ), followed by the federal permanent residence step.
Step 1 — French language & skilled profile
Reach the required French proficiency (typically B2 for the main stream) and prepare your skilled profile.
Step 2 — Expression of Interest (Arrima)
Submit your profile through Québec's Arrima system; be invited to apply under the appropriate stream.
Step 3 — Receive the CSQ
Québec issues the Selection Certificate (CSQ) when your application meets the province's requirements.
Step 4 — Submit federal PR & landing
Use the CSQ to submit a permanent residence application to the federal government; once approved, the whole family receives PR.

PSTQ costs include: French-language tuition and test fees, credential assessment, Québec’s selection application fee, federal PR application fees, medical examination, police certificates and service fees.
