International Office / IOaaS

International Office is the point of contact that helps the school manage partnerships, exchange programmes, group records and international communication consistently. Under the IOaaS model, M2W can take on an agreed scope of operations while the school does not yet need to build a full-time team.

What tasks does the International Office need to manage?

The scope usually includes receiving cooperation proposals, verifying partner information, tracking memorandums of understanding, coordinating programmes, managing points of contact and compiling reports. Depending on the school’s strategy, this unit may also coordinate with admissions, academic affairs, student affairs and communications.

What matters is distinguishing strategic responsibilities from operational tasks. Leadership and academic boards retain decision-making authority over partners, programmes and academic standards. The International Office prepares information, tracks progress and ensures decisions are turned into trackable implementation steps.

Dành cho ai

The school’s international activity goes beyond a few isolated programmes, but the work is seasonal, so hiring a full-time position is not yet justified.

M2W handles

  • Standard process and forms — receiving partnership proposals, vetting partners, delegation records, reports.
  • Steady work rhythm — reply to messages on time, stay in touch even when there's no update, and review periodically.
  • Skills spanning multiple areas — regulations of both countries, contracts, visas, logistics, communications.
  • Handover of knowledge about the school after each programme, written into the contract rather than left open-ended.

The school retains

Strategy, leadership relations and academic decision-making authority.

How to get started

  1. Build a twelve-month table: planned activities, the month they take place, and estimated hours.
  2. Look at that table to see whether the workload is evenly spread and where expertise is lacking.
  3. Choose the scope for the first phase — usually one or two areas, not everything.

When is the IOaaS model suitable?

IOaaS suits cases where international workload is not spread evenly year-round, the school needs to add certain specialist capabilities, or wants to standardise processes before hiring an in-house team. Scope can start with one or two work areas and be adjusted based on actual operating data.

The agreement should clearly state M2W's responsibilities, the tasks the school approves, response times, how data is stored, and the handover mechanism. This model does not replace the school's governing authority and should not be understood as transferring all external responsibility to a third party.

Foundations needed before scaling

  • List of partners and the status of each partnership.
  • A unified form for intake, assessment, approval and reporting.
  • A twelve-month activity calendar with a dedicated contact for each milestone.
  • A document repository with access permissions and version-update rules.
  • Handover mechanism for when personnel or the scope of cooperation changes.

Reference source for the International Office

The International Office can track analyses and comparative practice in the Higher education policy of the Organisation for Economic Co-operation and Development (OECD). This source helps the International Office team reference the international context; internal procedures must still follow the school's own strategy and authority.
